Clarity CGC Must Do More With Less

Doing more with less has always been at the heart of Clarity CGC’s mission as a nonprofit organization. In the next few years, this mantra will be seriously tested as we strive to provide quality mental health care to the thousands of kids who desperately need our help. Clarity CGC faces significant budget cuts at a time of increased need in our community. With your donations, we hope to close this funding gap and continue to increase access to children’s mental health services in Bexar County.
Over 80 percent of the kids we treat are from low-income families and have state-funded health care such as Medicaid or CHIP. Recently, Medicaid reimbursement rates for our outpatient services were reduced twice by one percent each time. Now, we face an additional six percent Medicaid cut for outpatient programs. That’s a loss of approximately $80,000 for the first year. These Medicaid cuts mean we cannot cover the actual cost of care for these children.
Medicaid cuts further decrease the availability of children’s mental health services as fewer physicians accept patients with Medicaid coverage. In 2000, 63 percent of physicians accepted Medicaid and by 2010, that number declined to only 37 percent. Fewer physicians accepting Medicaid results in less access to care, longer wait lists for appointments, and thousands of kids going without mental health treatment. Clarity CGC has already experienced an increased demand for services as families have fewer options for their children.
Huge cuts in state education funding have also impacted Clarity CGC. After a 20-year partnership, Northside Independent School District was forced to terminate our contract with its Northside Children’s Center (NCC), a therapeutic school for elementary students with severe emotional or behavioral challenges. For two decades, Clarity CGC provided the administrator and behavioral management staff for NCC. The termination of this contract amounts to a revenue loss of $262,000 for Clarity CGC.
Without a doubt, these budget cuts hurt now, but they will be downright painful for the future. Cuts made today do not take into account explosive population growth in the Bexar County area or future rising medical costs.
